NASA may not need shuttle repair plan

I have to admit, I am a pretty smart person... I also have a high degree of common sense. It is these two qualities in a person that are rarely found together. Now, I don't know if anyone has kept up with news articles related to NASA and Space, but I regularly do. It's always been a childhood dream of mine to go to another planet, so it should come as no surprise that I also keep up with most new science and space findings. Back to the subject though... NASA has been trying to decide whether or not to fix a very small gouge in the space shuttle that is currently holding astronauts above our very Earth. This gouge is approximately 3.5 by 2 inches big, so it is a fairly easy task to fix as far as fixing something in space is concerned.

My question to this is why NASA with all of its so-called "rocket scientists" is trying to decide if they can get away with not fixing this gouge. Instead, they are wasting time and money trying to make the decision in hopes that the gouge (if it isn't repaired) will withstand re-entry into our atmosphere and not cause a massive explosion. Personally, if I were up in that ship I would do everything I could to convince NASA to allow repairs to be done. It is afterall something that could turn life threatening if it isn't addressed. Taking a look back at all of the decisions that NASA has made in the past, do they really want to risk something as trivial as a 3.5 by 2 inch gouge.

I have an idea, instead of wasting time and money trying to decide if the shuttle should be repaired and weighing the options and hoping it won't cause a problem, just fucking have it fixed in the beginning when the gouge was discovered. Astronauts are people to, don't they get to decide if they want to risk their lives over such an easy repair? This is ironically, one of the many NASA decisions that ISN'T rocket science... FIGURE IT OUT YOU FUCKING NASA RETARDS.
